FBI Virus Infection

Dear Members,
My computer (Window XP)got infected with the FBI virus on 11/16/12.
The virus deleted my System Restore points, so that option was out.
Additionally, I have been unable to get into Safe Mode - I have tried 1)tapping F8, 2)forcing the computer to crash,
even removing and reinstalling the computer battery(someone mentioned that the computer would be forced to restart in Safe Mode - no such luck).
I have download one of the various "recovery" discs, and tried to reboot the computer via the disc drive in order to boot into the recovery disc, but the computer will not boot to the A-Drive.
The virus does not allow me to use the Start/Run option where you can manually type in commands and get an idea of what is going on.
What else has the virus done? - lets see: it has stopped me opening and using programs like Word. And it has stopped me from printing.
I have been able to get onto the internet. I constantly created new user accounts. With each new account, the virus would take 10 minutes or so before the screen would get locked with the FBI warning page. However, for some reason, over the last week, I the account I have created and have been using, has not yet been captured by the virus.
The virus appears to have corrupted the Windows download(installer?) so that I cannot download antivirus software from the internet (or at least the really good anti-virus tools).
I have downloaded various anti-virus tools from a clean computer to a flash drive and then loaded them to my computer
but they have not found anything, possibly because I cannot run in Safe Mode.
So, any comments or advice would be appreciated.
