'Not a genuine microsoft product' popup

Recently my Dad's computer (the one I am posting from) has experienced this problem; a window opens saying 'Registration successful' and that by 'using genuine windows vista you qualify for updates' or something close to this. It came up following a power cut. In the bottom right hand corner of the screen it says 'This is not a genuine Microsoft Windows 2006...' something.
OS is Windows Vista.
Sorry for the lack of detail, he has been ignoring this as a problem (hence my username) and is in total denial that there may be something wrong with his laptop despite it running at roughly the same speed it would run it on if powered by steam...

If you need more detail then I will try to extract more information from him,
