Cannot run .exe files

Sunday evening, my daughter was surfing the web on my laptop (pc, Windows 7, not sure if 32 or 64 bit) when the battery failed. After charging and rebooting, I could not run any programs. When trying to start a program the blue circle would spin a few times, then stop and nothing would appear in the task manager. I was able to get iexplore.exe to run from the 'Internet Explorer' folder in the 'Program Files' folder (as opposed to the 'Program Files (x86)' folder), but that seems to be the only .exe I can run. Also Notepad, Paint, etc are also accessible. I am unable to open picture or video files, as well.

I removed the hard drive from the laptop and connected it to my desktop PC at work and used Malwarebytes and McAfee On Demand Scan to look for viruses. Over the course of 2 work days, Malwarebytes was unable to complete a full scan of the drive. No malware was found. The McAfee scan did turn up 2 'Ransom-C' trojan files, which were lurking in the Temp internet files folder. Both files were deleted, but when I took the drive home, the problem still persisted.

I've created an AVG boot disk that I will be trying this evening after work, and will post my results after. However, I wanted to get this thread started in case that the boot disk proves unsuccessful as well.

I ran the AVG scan Friday night, and it turned up a plethora of false positives from the games that were included in the software package that came with the laptop. The only suspect file that was found was from a sketchy looking audiobook file that I assume my wife downloaded. This doesn't appear to have been the issue because I still cant run .exe on my laptop.
