Avast won't start "Blocked by Group Policy". I think it might be a Virus.

I just now realized that my avast is refusing to start. Whenever I try a popup comes up that say's "This program is blocked by group Policy. For more information, contact your system administrator."
Googling my problem has lead my to believe that this as most likely a virus, and not a typical system error. My problems fit the description of a virus called Alureon.E(hopefully I'm wrong and this is a simple problem to fix). I am running Windows 7 Home Premium 64-bit. Also, because it's only home premium, I cannot open the group Policy editor. A lot of the solutions I found involved the Group Policy Editor.
