Web site is blocked for an unkown reason?

For some unkown reason my dad is having trouble accesing the Zynga Poker site through Facebook and when I try to login directly to the site (https://zynga.com/play/poker) it errors out as well.

I've tried logging in with my accounts both through facebook and through Internet explorer and get the same error as well (the error says the connection was reset, it's very similar to the error message you get when you don't have an active connection to the internet).

I tried loading windows firewall and adding the site to the exception list, but then I got an error message that says "Due to an unidentified problem, Windows cannot display Windows Firewall Settings" (which may be a bigger issues all together). This is the first time this has happened, and i'm unsure what steps to take.

My dad is currently running windows vista 32, if needed I can upgrade to windows 7 64 (my copy), but my dad is afraid he'll lose all of his files (he has over 800 gigs worth of files which would be a pain to backup).

Has anyone had this issue come up before, or can they shed any light on why this is happening?

*edit* I was able to search and find a user who had a similar issue and they reccomended doing the following things in command prompt:

It seems you are connected by wireless? Do you have another computer to try logging into account and using a different browser? Zynga Support - http://support.zynga.com/ I would also try clearing history, cookies or cache files in this case.
