how to stop irritating prompt - "you'll need admin permission"?

i have never had this prompt in win7, and it only happened recently when i upgraded to w8.

i am the only sole user, the only admin of my pc and i'm logged in as admin as well. UAC is disabled too.

why then, when i transfer files from one place to another - it keeps prompting that i'll need to provide administrator permission to copy to this folder? clicking continue will indeed continue the transfer, but i'm sick of having to do that. running .bat files gives me the same problem as well - i never had to right click and run as admin in the past.

how do i disable those irritating prompts? :(

usually program files folder, and even my external hard drive which i use to store documents/music across different computers..
