I am unable to start the program because of this error message. What do I do to proceed?

The information that you have left is a bit vague to give an opinion on -
Can you at least offer some idea on what program, or all programs, or some programs, and is this constant or just at times ??

Sorry for asking all these details, but without some help from you it is very hard to go further -

This means that you need to run the program as the Administrator.

The instructions can be found at Microsoft Support.
