Windows 7 Update Failure Loop

Had an automatic update download 9 update files for my Windows 7 Home Premium software.
During log off/restart it seemed like everything was going fine, until the reconfiguration failed.
It gave a notice that it would revert to previous configuration.

However, it starts a loop of trying to configure updates and failures.
I went to MS Windows Update Troubleshooter and Fix It sites (already had Service Pack 1 from months ago). Trying running all of the diagnostic tools that seemed like they would apply. Afterwards, it appeared that it was starting up fine, but next time I shut down and restarted it did the same thing.

I can do a hard reboot during the configuration loop and it will come up with safe mode / regular start up mode.
About 1/2 the time it will open where I can start a work session.

I've also been regularly using Symantec Endpoint for LiveUpdates for virus scans. Nothing out of the ordinary.
Just a few tracking cookies.

Any help would be greatly appreciated.
