Security Update for Microsoft .NET Framework 1.1 SP1 fails

XP keeps trying to install a security patch over and over again on start up, but fails with this message:

Security Update for Microsoft .NET Framework 1.1 SP1 on Windows XP, Windows Vista, and Windows Server 2008 x86 (KB2698023)


How do I fix this?

(XP SP3. Virus/Firewall disabled during install)

BC AdBot (Login to Remove)

This fix seems to have worked for many

Install the latest version of windows installer from here

https://www.microsoft.com/en-us/download/details.aspx?id=8483

Download and install KB2698023 manually.

If that does not work then the other option I have found that works is to completely uninstall .NET using this tool here My linkhttp://www.microsoft.com/en-us/download/details.aspx?id=15054
Then you will need to reinstall the latest version only located here My linkhttp://www.microsoft.com/en-us/download/details.aspx?id=17851

Download NDP1.1sp1-KB2698023-X86.exe, extract it to a folder, double click NDP1.1sp1-KB2698023-X86.msp

I ended up un-installing the older .Net Framework package using the control panel Add/Remove Software tool and installing the latest version of .Net from the link provided by Baltboy. The updater worked after that.
