This is a USB connected drive? Exactly what happens when you connect or turn on the drive?
Look at the drive in Disk Management Start / Run / type in "diskmgmt.msc", no quotes . What status and file system (eg NTFS healthy) does it show for this external drive? What does it show in Windows Explorer?
Did you remove the drive without going through the Safe Removal process or a normal PC shutdown?

It sounds like you have a corrupt partition table.
