Have a cheap generic mouse for my laptop, it is not scrolling well, the driver is ok, do I need a new mouse, it scrolls sporadically.

Have you rebooted the laptop to see if that would clear up the issue?

If this will not solve it try another mouse > If that other mouse works, spend $15 on a mouse for yourself - B)
