When I move my mouse, it will just stop moving, and I have to hit the space bar or the arrow keys to be able to move it again. it happens ona fairly regular basis, and at times it happensseveral time a minute. Usually with increasing frequency and longer duration. Also when I shut down the computer it imediatly boots back up no matter how I shut it down.

You've got the option selected in mouse settings to not move your mouse while you're typing. Go to mouse settings in control panel and find the option under one of the tabs and settings.
