Trojan infection, MSE can't remove, help!!!

Hello, new user here. So like an idiot I tried downloading a guitar application off a torrent website, and my computer is now infected. I scanned my computer with the most up to date version of Microsoft Security Essentials...it detects the trojan, but when I attempt to remove it it says the following:

Security Essentials encountered the following error: Error code 0x800704ec. This program is blocked by group policy. For more information, contact your system administrator.

Category: Trojan

Description: This program is dangerous and executes commands from an attacker.

Recommended action: Remove this software immediately.

Items:
file:C:\Users\Public\Documents\Server\sphlp.dll


The file itself is called Trojan:Win32/Bamital.G

If anyone has any idea what I should do, it would be a huge help. Thanks a lot!
