Mouse pointer spins sometimes

Just curious why my mouse pointer sometimes spines in a circle when i click on a browser and then finally opens it about 10 seconds later. Sometimes I have to click it again before it will open. What causes this and how can I prevent it from happening?

I've always assumed that this occurs because the files need some maintenance...I usually run chkdsk /r, then defrag that partition.

I'm not saying that my premises are accurate :).
