I have a computer infected with ransomware, how do I remove it?

I have a computer that has been infected with ransomware. I have gotten to the safe mode with command prompt as the administrator, but the infection will not let me go into just the safe mode. I can click on the safe mode but then I get the following message " Page is loading. This could take up to 30 seconds." This is on a white page and then it's like the computer freezes even though I can move the mouse, nothing on the key board works. Any help will be greatly appreciated.
