Web Browser stalls, must restart computer for web browser to activate

I've recently started having issues of my internet browser stalling when trying to open. I have & use google chrome and IE and both stall while attempting to open. This happens randomly.
My network is online and modem seem to be ok and shows I am connected to the internet. I notice when i attempt to open my web browser, my send/receive
modem lights do not blink. When I restart my laptop, all is normal.
So I have mcfee did a scan, no issues found, and also used malware bytes, no issues found.

I noticed in my "action center" I have a list of "stopped working" summary's for internet explorer.
The problem event name for it is APPCRASH.
So I dont know if this is a very hidden virus or what.
I have a Windows 7
service pak 1
64bit OS

Any advice of what this issue could be would be greatly appreciated!
