Speaker/soundcard/windows problem, not sure.

So my speakers have never failed on me, but I had a fuse blow and had to fix it/restart computer.

My speakers power on (logitech 5.1 speakers some G model), all cords are tight and everything
I have a black, orangeish, and green cable that I plug into my motherboard or my sound card from my speakers.

When I tap the green one on my motherboard connector, it makes a buzzing noise, this does not happen when I tap it on my sound card (creative titanium fatality X-FI), when I look inside my computer I see the sound card lights turn on so it is definitely working.

However- with my speakers plugged into either my motherboard of sound card, windows says sound is playing, but no sound actually comes out of my speakers.

What do I need to do to fix this?

PS: Sorry if this is in the wrong forum, I can't tell if it's my speakers or windows or my sound card...
