My computer has been locked and is being held hostage in lieu of $200 to be paid to the FBI. I have tried to boot in safemode with networking and still get the same message. I am on my iPad now but do have access to another computer if necessary. Can you help

Since you have another computer then follow these instructions: http://www.bleepingcomputer.com/virus-removal/remove-fbi-monkeypak-ransomware

Disconnect the infected computer from the internet and only use the good computer to download the needed files.

You will also need a flash drive.

He has pop ups in safemode with networking too

Restart the PC

Press F8 on bootup

Click on REPAIR

On the System Recovery Options menu you will get the following options:

Startup Repair
System Restore
Windows Complete PC Restore
Windows Memory Diagnostic Tool
Command Prompt

Can you get to this screen?

If yes,click on system restore

Try a system restore to a previous point before you were infected.Let me know how it goes
