Desktop infected with FBI Money Pak Virus

My desktop has the FBI Money Pak virus. Need help getting rid of it. I have Malwarebytes but it hasn't gotten rid of it. Can only run the computer in safe mode(with networking). Also have AVG. Help! Thanks!

Also- is it possible to spread a virus through an external hard drive? Just curios bc I have a different virus on my laptop as well that I am working on in another posting.

The FBI screen comes up and says to pay $200 in 72 hours and it won't let you exit, just have to shut it down. It comes up within a minute or so of booting. Should I try to get Malwarebytes to run in normal mode?
