Task Manager "Incomplete"

Below is an image of my task manager as it is currently displayed. As one can see, it has no "tabs" across the top which enables one to switch views between applications, processes, etc. Also, once I've engaged the task manager, it is "always on top"; I can only disengage it by terminating the process. I'm running Windows XP 5.1 (Service Pack 3)

Just double click anywhere on the edge of the Task Manager window to toggle the simple view on or off.
