Terminal Server 2003 Icons keep autoarranging

I have a Windows 2003 Terminal server that was hit with ZeroAccess. I was able to remove it, but am plagued with auto arranging icons. Auto Arrange is unchecked when right-clicking on the desktop, and the users are getting annoyed at issue. Hopefully you could help me?

Server is Windows Server 2003 Enterprise Edition with SP2 installed.
