Inspiron 1545 will not boot

I am trying to help a friend out, so far to no avail. He told me he was in the middle of a windows upgrade download and turned the computer off. Now, it says "missing or corrupt mpfilter.sys, insert installation
disk." He bought the computer in 2009, and has no disks. I created a bootable usb with the ISO on
it. But cant get it to restore or recover. I am thinking my best bet is to get the computer to recover the backup from the hidden partition. I still cannot get into windows, I can get to the command prompt. Any way to restore to
factory settings from the command prompt? Thanks.

If the method referenced by hamluis doesn't work for you and the Dell Inspiron came with Vista operating system installed, give this a try:
