Is there a way to block websites through Windows SBS 2008?

Certain websites like Facebook and Twitter need to be blocked for multiple computers on a server

All depends on the server, if you want to block it using a proxy. Also, there are client-based networks solutions that are cont configured from the proxy, you just install them through the network and it blocks all web connections, for example this.
