Graphics Card Display Trouble

I have a GA-EP45T-UD3P (http://www.gigabyte.com/products/product-page.aspx?pid=3014#ov)
Motherboard,

and a

N250GTS Twin Frozr 1G OC (http://www.msi.com/product/vga/N250GTS-Twin-Frozr-1G-OC.html#?div=Specification)
Video Card.

After I install the driver for the video card, I restart the computer and it ends up like in the video.

It will not do this if I uninstall the video card driver in safe mode.
