Bluetooth not turned on, Dell M1330 Targus Mini usb

Bluetooth device not found, please verify that your bluetooth device is properly connected and turned on.

This is on my dell xps m1330 laptop, All drivers are loaded no yellow exclamations in device manager (windows xp)
All windows updates are current.
In bios everyhting is turned on under wifi and BT, My usb port works just fine.
I have two units and had the same outcome with both, belkin and targus.
I complelty removed the previous one prior to installing the next one,
I have rebooted the machine.
I searched this problem on google and none of the suggestions help.

Im lost here and i know its something simple

Please help

What suggestions have you tried so far? Did you checked the startup service for your bluetooth support service is automatic?
