I have this crazy problem with a Windows 7 x64 Home Premium PC. When I received it, it was unable to receive a DHCP configuration. My DHCP is running on a Windows 2008 R2 domain controller. In-fact, I received this PC to repair this problem. The owner stated that it was unable to connect to his wireless. I've found that it won't connect to any network, wired or otherwise. Digging-in, I found that there were a lot of services that weren't starting. I narrowed it down to some corrupt permissions on registry keys for the services. After running this script to repair the permissions, most of the services started and the machine received a DHCP config:

cd /d "%programfiles%\Windows Resource Kits\Tools"

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f /grant=users=r /grant=everyone=r /grant=restricted=r /setowner=administrators
subinacl /keyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f /grant=users=r /grant=everyone=r /grant=restricted=r /setowner=administrators

subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f /grant=users=r /setowner=administrators >> %temp%\subinacl_output.txt
subinacl /keyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f /grant=users=r /setowner=administrators

subinacl /subdirectories %programfiles%\ /grant=administrators=f /grant=system=f /grant=users=e

subinacl /subdirectories %windir%\ /grant=administrators=f /grant=system=f /grant=users=e

subinacl /subkeyreg HKEY_LOCAL_MACHINE\system\currentcontrolset "/grant=nt service\trustedinstaller=f" "/grant=nt service\bfe=f" "/grant=local service=f" "/grant=network service=f" "/grant=nt service\dhcp=f" /grant=administrators=f /grant=system=f /grant=users=r /grant=everyone=r /grant=restricted=r /setowner=administrators >> %temp%\subinacl_output.txt

subinacl /keyreg HKEY_LOCAL_MACHINE\system\currentcontrolset "/grant=nt service\trustedinstaller=f" "/grant=nt service\bfe=f" "/grant=local service=f" "/grant=network service=f" "/grant=nt service\dhcp=f" /grant=administrators=f /grant=system=f /grant=users=r /grant=everyone=r /grant=restricted=r /setowner=administrators >> %temp%\subinacl_output.txt

Great! Progress... but no so fast. There are still some services that refuse to run, and I'm not able to do any name resolution. DNS or Netbios. There is only one error in the system log that relates. It is event 7000, "The TCP/IP Registry Compatibility service failed to start due to the following error: The system cannot find the file specified". It is a strange error, since the service file is exactly where it belongs in system32\drivers\tcpipreg.sys. The file size and checksum match the same file I have on other Win7 x64 PCs. The permissions on the registry key for this service (tcpipreg) are normal as-well. I've seen the question asked for the logs from FSS and MiniToolBox. Here it is from FSS. I'll provide the other log if it is useful in resolving this problem:

Other things I've tried include rebuilding the TCP/IP stack, uninstalling the NIC drivers for both wifi and wired, and rebuilding winsock. I tried system restore, but Windows is unable to do that, giving me some generic error. I have a lot of experience fixing these sorts of things, and this one has me stumpped. I'm also losing my hair...

Any help/guidance toward a positive outcome would be appreciated.

The system cannot find the file specified

This doesnt necessarily mean that file is missing.IMAGE PATH pointing to the file may be missing from registry

Download

tcpipreg

Launch it,click YES

Now try to start the service

Download

mini toolbox

Checkmark following boxes:

Flush DNS
Report IE Proxy Settings
Reset IE Proxy Settings
Report FF Proxy Settings
Reset FF Proxy Settings
List content of Hosts
List IP configuration
List Winsock Entries
List last 10 Event Viewer log
List Installed Programs
List Users, Partitions and Memory size

Click Go and post the result.

Download

FSS

Checkmark all the boxes

Click on "Scan".
Please copy and paste the log to your reply.

Thanks for getting back to me on this. I've merged the registry file, rebooted - no change. Here are the results from the Farbar Service Scanner and MiniToolBox:

I got this fixed. What an obscure problem... I found that the tcpipreg DRIVER (not service) was missing. Since there's no real installer for this driver, I copied the driver registry key from a working Win7 box and merged it into the registry. After a reboot, it still didn't work, but the driver now existed but failed to run. I had a yellow exclamation mark on it. Next, I ran a repair installation from Win7 x64 Home Premium SP1 media.

All is well now!

This is same as what we did initially .Why do you want to do it again?

No, we recreated the registry key for the service, not the driver. The driver was missing all-together:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\Root\LEGACY_TCPIPREG]

The service was already there, but it wouldn't start, stating that a file was missing. Turns-out that the driver was missing. My "Microsoft error to English" dictionary is lost somewhere.

Ok.Your initial post confused me.You said you already had the driver file.So i was looking at the registry key.

It is a strange error, since the service file is exactly where it belongs in system32\drivers\tcpipreg.sys
