New hd 7850 is causing weird artifacts only on desktop

I just finished building my new computer a few days ago, and I installed windows and drivers, including the display driver for 7850 and the CCC from the AMD website. My games are running smooth, and have no artifacts at all.

However, my desktop has some strange artifacts, and it seems to only happen when I move windows quickly or move them over other windows. Here is a screen shot of it, there I move a chrome window quickly over a skype window.

I am not over clocking, and my GPU temperatures are 90F while at desktop, which I think is normal. My CPU core temperatures are 110-120F while at desktop.

What is causing these artifacts and how do I fix it?
