Buttons won't work in bootup menu

So recently I got an error message from Norton called 3048, 3. I followed it to the download for Norton Power Eraser, which told me to restart my computer. I did. It ran and found nothing. The message popped up twice more. Then it stopped. I've run full scans on both Norton Internet Security 2012 and MBAM, and they have found nothing. I have tried to bootup in safe mode twice, but whenever I get to bootup menu I can't do anything. The arrow won't, the escape key won't work, even the enter key doesn't work. They all work fine in normal mode. I'm working with Windows 7 by the way on an HP laptop. Thanks for your help in advance.

I don't have a screenshot of it. It just directed me to download Norton Power Eraser and then reboot the computer. I ended up uninstalling Norton an reinstalling it to see if that would help, and it hasn't shown up since. Now, it just seems like I can't navigate in the boot-up menu.
