Cannot open any applications

I can boot to desktop in Windows XP on my Dell Inspiron 530 but cannot open any applications. When I try to open something like Outlook or Internet Explorer the hourglass will run for a few seconds but nothing happens. I can open Windows Explorer and view my file directory. Any ideas about how I can get my system to respond?

What is new or different since the last time everything worked properly (ie, new hw, new sw, virus, error, etc)?

I'm not sure what changed (this is a family PC with 2 teenagers in the house)but I was able to restore to settings as of last Thursday. That enabled me to start using my computer again. I have installed a new HDD and everything seems to be working fine.
