I have a Windows XP Desktop. DELL XPS 400. I bought this one new in April 07'. It has been a very good PC.
My Son wants to install Mindcraft on the system.

Here's what it has:

DELL XPS DXP051 INTEL ®
Pentium ® D CPU 3.00 GHz
2.99 GHz, 1.00 GB of RAM

Here is the requirements for Mindcraft:

RAM 2.0 GB
GPU: Intel GMA 950 or AMD Equivalent
CPU: Intel P4/Net Burst
Architecture or AMD Equivalent

I'm pretty sure that I can upgrade the RAM easily and cheaply.

How close am I as far as all the other?
A-Impossible
B-Better off buying a new system
C-Can be upgraded fairly easily and inexpensively
D-Will work just fine

(NOTE) I am not a computer wiz. I know, I know.....

Appreciate any guidance. Thanks

Getting more RAM should work fine mate :)
I'm assuming you mean "Minecraft" when you say "Mindcraft" but yeah just get some more RAM and you should be fine, it doesn't really require much more that but if he wanted to play maybe more demanding games such as Guildwars2 or Allpointsbulletin,
i would recommend that you buy a new system! :)
Hope everything works out for you!

EDIT: I hope you have a mouse it will be rather difficult to play without one!
