computer not wirking

My other lap top was used at a Barnes & Noble. The next time I opened it, which was today, the computer was not working properly.

1. The task bar looked like the standard bar in Windows 98
2. Screen was dim and could not access power settings or Control Panel. Control Panel opened but would not respond to anything I
clicked on.
3. System Restore will not work.
4. Sound was turned off and cannot be turned on.
5. No Troubleshooting screens will open or work.
6. cannot connect to the internet.

I can open some files but cannot change anything on the functionality of the computer. Only have access to the web once a day on this computer.
