A device attached to the system has stop functioning

Hi,
I have a lenovo desktop 3000h series 210h
Today I reformatted my computer and did a clean install. Then I put in the cd for the drivers to install them and when I hit the setup.exe file the computer comes up with a path to the file name and the message A device attached to the system is not functioning. I thought maybe it was the cd player so I copied the cd to the hard drive. Still no luck same message appears again. I thought maybe it was a driver problem so I downloaded all the drivers and when i hit the .exe to install one of the drivers the same messages appears. I tried all the .exe files i got for the drivers and each one displays the same message. I tried searching on google and can't find anyone that has a solution to this problem any help would be greatly appreciated. it seems to be only files to install programs because when i hit .exe that are already installed they open just fine.

Download again your drivers from here http://support.lenovo.com/en_VN/downloads/default.page?

That is where I downloaded my drivers from. But it is not only drivers. It is any install files that end with .exe. Like I tried to install firefox on there this morning to see if that would work. Again I hit the same error.

Ok I just went into safe mode and everything installs fine from there. So I got all drivers installed. I go back into normal mode to see if the drivers being installed would fix the problem. Still no luck. I checked device manager and see no yellow exclamation either. And the error I get doesn't show up in event viewer. Anymore suggestions would be appreciated.
I tried turning off the UAC and that made the installation get farther but when it atually went to install the files I got a blue screen of death. So I am doing another complete format and reinstall.

After the complete reinstall I back back to the same problem again. Can install everything fine in safe mode. Try to do it in normal mode and I get the error message, if I turn off UAC I get to where it starts copying files to hard drive and I get blue screen of death.

Ok I did memory diagnostic and ran hard drive check and no problems were found.

Someone please help, this is first problem in 17 years that I haven't been able to solve.
