Shortcuts all open one program...help please

So, I have had this problem for several months now, and have neglected to solve it.
Somethings you need to know first, I DO have malware anti-virus, and I HAVE scanned my computer several times.
Also, I will not do a system restore.

Randomly, all of my shortcuts would open only one program.
Whenever I would try to change the program it opens with (the default) with the open with option, all of the shortcuts would open just that program.
I can only open things up by selecting choose default program, unselecting open all files of this type, and browsing for the program I want to open.
I am VERY sure this is a virus, but, If you know what it is, please help. Whether it be a virus or not PLEASE help.

Launch the both the registry files,click YES when you receive a UAC prompt

Restart the PC.Shortcuts should work now
