Internet explorer will not start

Hi whilst some people may not consider this a problem my internet explorer will not open.

I inherited the parts of the PC I have put together and was clearing out the crap on the larger of the 2 drives after finally formatting the larger drive I thought about changing partition sizes everything was ok until I went to download a partition software that the name escapes me. When I got to the download and clicked I ended up with 7zip down loading I tried to stop it and thought I had now I am not able to run internet explorer. I tried to run Malwarebites but found it would not run I tried to re-install but it will not re-install.

I am running windows XP.
