Cannot boot to Safe Mode

We have been infected with some sort of mailicious virus/spyware/malware. We have been unsuccessful thus far in eliminating it from one of the workstations. This workstation has only Malwarebytes on it for AV. We are trying to clean this workstation to make it useable again. We have absolutley been unable to do this.

Please help and let me know what to do. FYI, HiJackThis is installed on the workstation and it runs a scan but it cannot analyze anything.
