Start IE, right click any URL and select Open in a New Window.
Go back to the first IE window you opened and close it.
Return to the second window and manually drag it to desired size.
(Do not use the maximize button)
Close this second window, using the close box.
All IE windows should now open to that size.

With IE open, click at the very top left of your screen and select "size".

Use the resulting sizer to drag all four sides of the window to maximum size and then click the "X" at the top right to close the window.

All IE windows should then open maximized.

If you are using SBC's Browser then you will probably need to search their website for a solution if there is one. I have not done any research on what frame the SBC Bowser is built on.
