Installed Memory

Hi, I am running win 7 (32bit)and have seen notes come up that say short of memory.. Have installed another 4 Gig making 8 Gig in all.. When I look at "System" "Installed Memory" it says 8 Gb (2.99 Gb Useable).. Is this normal or is this 'useable' restricting my memory capacity?
Any help please.

You need to be running a 64 bit OS on a system with a 64 bit processor to use more than 4 Gb ram.
