computer not starting past the boot options

My Dell is turning on, and then I see F2 and F12 option. Then it says windows did not shut properly so do the repair which is recommended. There is also an option to start normally. When I click the option to start normally it doesn't and it keeps restarting. If I click the repair option it starts up a scanning program startup repair and it goes on for over one hour.
What does this mean and what can I do to repair my computer?
