FBI Moneypak Virus

Please accept my apologies if this a redundant topic. I'm new to this forum though I have used the advice on here for years before joining.

My husband's laptop has the moneypak virus. The only way to get anywhere was to go through Safe mode with command prompt. I ran Malewarebytes and my antivirus. Maleware found 2 infections and removed them. When I restarted into normal, the virus was still there. After turning the computer off and attempting to go back into safemode, the computer keeps looping to a blue screen then tries to start up. I can F8 to get to the screen but won't go any further.

This is beyond my scope and I have scoured the internet, but all it keeps telling you to check the processes, run malwarebytes, download this, or stop this, but I was never able to do any of that.

Your help is greatly appreciated.
