Creating a network without internet conncection

How can I create a wireless network without internet conncection and can I use applications such as Netop School ot Netop Vision to control computers connecting to that network.

Depends on the OS, and type of network you're connecting to (wired, wireless). You don't need WAN (Internet) to run a LAN.
