Windows Installer Cannot Be Accessed

Hello - I keep getting error message 1601 "Windows Installer Cannot be Accessed"

I have tried all the run and cmd prompts that are listed online, tried re-installing the Installer and made sure it is version 4.5

The odd thing is when I open my services, Windows Installer is not listed.

What can I do?

Download

msiserver

Launch it,click YES

Restart the PC and try installing

Press Windows+R key and type

services.msc and click ok

Right click on Windows installer-start it

Try to install now

Did you download the registry key and import it?

You need to restart the PC

I downloaded and ran it, I do not know how to import. What do I do with the notepad doc that opens up?

Rename the msiserver.reg.txt file to

msiserver.reg

Now launch it,it should open with registry editor,click YES

Restart the PC

it's already a reg edit file, not txt, it just opens in notepad. how do I tell it to open with the registry?
