Can't open programs...System Restore not restoring

I did some downloading and installed a program. After, I was not able to open another program that I have never had trouble with. If I try to open the non-working program, the hourglass appears for a few seconds after attempting the start the program, but then nothing happens.

If I reboot, everything seems to work besides this one program. But if I try to open this program, then other programs (IE, FF) won't open or have trouble with lock ups if they are already open.

I tried uninstalling both the new and problematic software, rebooting, and reinstalling, but it didn't work.

Also, I did a System Restore, but it doesn't appear to work. It will "restore" and reboot, but the new software I installed long after the restore point is still on my computer. And when I go back to restore screen, it just has today's date as the last restore point.

Please help.
