Access to Internet Problem

I am having problems accessing the internet on my laptop (XP operating system). There are times when access is not a problem and other times when I cannot get on the net. It's not a problem with the ISP since the problem occurs when utilizing two different ISPs.

When the problem occurs, the following is displayed in the Control Panel/Security:

"The Security Center is currently unavailable because the “Security Center” service has not started or was stopped. Please close this window, restart the computer (or start the “Security Center” - service and then open the Security Center again." The computer will then not turn off and has to be manually turned off.

I ran the Microsoft Safety Scanner and it found only one threat (which it did not remove) - Exploit: Java/CVE-2012-507.D!ldr. I also ran a full scan with Avast and Malwarebytes and not threats were found.

Problem started about a week ago.

Please let me know what steps need to be taken to fix.
