What is happening is you explorer.exe is not launching properly most likely caused by a malicious program. Go into Safe Mode with Networking, and download Malware Bytes (http://www.malwarebytes.org/). Run a full scan and remove everything that shows up in the list. See if this fixes your problem.

You said you "have tried everything to get it back" but since we don't what "everything" consists of we may suggest things you have tried.

Here is one of them for the Start Menu if you have not done this already:

Open the Start Menu.

Right click in the general area of where the cursor is in the image and click Properties.

Start Menu tab>>Customize

Under Computer make sure Display as a link is checked. If not check it. Click OK.

When that box closes click Apply and close the box.

Look to see if it is back on your start menu.

If it is checked, you can try this. Check Don't display this item/OK/Apply.

Then repeat the process and recheck Display as a link.
