Strange black & blue block showing up in scrollbar

I am using Internet Explorer 9 and today I noticed something weird in the horizontal scroll bar.

A black and blue little block in the right corner (see picture). If I grab the window and drag it to left and right it dissapears and the scrollbar shows instead (depending on the size of the window).

I never seen this before, is this a bug?

Have you tried toggling the status bar on/off and the zoom level? It might be a glitch.
