Start Menu button won't work

I have Vista Home Premium and I noticed yesterday that my "start menu" button did nothing when I clicked it. I am running Norton Internet Security 2012. I ran a restore (disabled anti-virus first) and the computer successfully restored per popup. The start menu button worked as normal. Then I re-activated Norton which required a re-start of my computer. Upon restart, I got to the windows log in screen and it stated that windows was configuring updates (3 of 3). The configuration appeared to complete successfully and then windows continued to boot up however I got a quick peek of an apparent registry edit and then windows completed it's boot up process. After boot-up, I then tried to access the start menu and it did not work (again). I also can not right click on the taskbar either. I have run multiple anti-virus/rootkit scans (malwarebytes, norton, spybot, sophos rootkit) and ALL come back clean.

Any help would be greatly appreciated.

I have run multiple anti-virus/rootkit scans (malwarebytes, norton, spybot, and sophos) and ALL come back clean.

I tried the 2 suggestions in the link: 1. Access Taskbar Options through control panel - Result: When I clicked "taskbar and start menu"...a box quickly appeared and disappeared near the start menu button, but nothing really happened. 2. Created a new user account - Result: No change, start menu still does not work.

I am still unable to use the start menu button. I treid to restore again back to an earlier time and was successful, however once Windows applied the updates I was not able to use the start menu button again. I have completely uninstalled Norton eliminating that as a possible reason. Please help.

Manually browse to C:\windows\system32

Right click on cmd.exe-run as administrator and run this command

sfc /scannow

After scan finishes restart the PC,let me know if your startmenu works,if not

Right click on cmd.exe-run as administrator and run this command

notepad C:\Windows\Logs\CBS\CBS.log

A log should pop up,Post the contents of log here

There are corrupted files which could not be repaired especially explorer.exe.mui which is known to cause issues with startmenu.Can you create a new user account and see if you have issues?

Also do you have your vista DVD?

I created a new user, however the start menu did not work. Unfortunately, I do not have the vista installation DVD as HP did not send me one. All they gave me was a recovery drive on a separate partition. I did order a " vista recovery" disk and tried to run "start up repair" but it said there were no files to be repaired although I never really had any "start-up" issues per se. The only other disk I have is the Windows 7 upgrade disk that I got from HP as a free upgrade offer.

Open a notepad and copy this script
@echo off
cd C:\Windows\en-US
takeown /a /f explorer.exe.mui
cacls explorer.exe.mui /g administrators:f
ren explorer.exe.mui explorer.exe.old
COPY /Y C:\Windows\System32\en-US\explorer.exe.mui C:\Windows\en-US
DEL %0

Click on FILE>> save as

filename:fix.bat
Save as type:All files

Now right click on the fix.bat file and select run as administrator and run it,click Y and press ENTER

Post the new system look log

Let me know if you can access your startmenu now
