What is "PCI Fax Modem"?

I'm cleaning up my computer, removing unwanted programs. I came across one called "PCI Fax Modem". I don't remember installing this, but then again, have had my computer for quite a while.

Is this program essential for smooth running of the computer or can I get rid of it?

I would leave it.
It is most likely the driver for the Fax modem hardware.
The Fax modem can be used for dial up internet or faxing from the computer. There are fax programs that can use it to send documents that are in my documents for example.

It really has no impact on any modern computer in terms of memory, disk space or CPU usage.

Is there any reason you are looking to uninstall things from the computer? Asking how to achieve what you are trying to do might work better and faster.
