Connection Refused on Apache2

Hi good day,

Weve installed Apache2 on Windows Server 2003, and we are trying to connect via SSH (SFTP), but we always got the error Connection Refused

What version of ssh are you using? What ssh program are you running on the server and the client end? Lastly what kind of router, and ISP do you have.
