While tring to boot from the cd rom I get blinking underscore with black screen. Then when I eject cd rom, windows starts booting normally. I am trying to do a clean reinstall. I have tried all boot orders in F2 and tried to boot from F12. What would make windows suddenly boot when i eject the disc?

Most likely a bad burn or scratched disk or a failing Optical (CD/DVD/BRD) drive. Check the disk for scratches and/or dirt Pledge (the Spray can wood cleaning stuff) and tissues/ toilet paper will clean up most minor scratches in CD's and DVD's.
