No Bootable Device Error WinXP

A while back I had a Virus, So I wiped out my hard drive. I left my computer alone for a couple months, now I'm trying to fix it. When I boot the PC it gives me "No Bootable Device----press any key". I insert the Windows XP installation CD and nothing happens. I'm able to access BIOS and my hard drives are listed in SATA port 0 and 1. It says they are there, but I can't run any CD"S. So what should I do to fix this problem?

Go back into the bios and change the boot device order so the cd drive is at the top of the list. Save the change and reboot with the XP CD in the drive. You should boot directly to that CD and be able to install Windows. Make sure you have the appropriate sata drivers if needed.

I have the devices in this order:
<CD/DVD-ROM Drive>
<Hard Disk Drive>
<Floppy Drive>
Still I have the same error message.

Then it's not booting to the cd and if the bios setting is indeed correct that would be almost certainly be caused by one of the following reasons:

1) It is not a bootable disc

2) It is not an original, retail XP CD

3) The cd drive is bad

How Can I create a bootable CD to run WinXP?

I created a bootable disk, still same error.

I'm sorry, but that's not possible. Either you aren't booting to the cd, the cd isn't bootable, or the drive is bad.

I apologize, I was booting the disk incorrectly. I was able to boot Windows XP CD, but I get a blue screen that says Windows XP Professional Setup, then "Unknown Disk..there is no disk in this drive", while there is a disk inside the dvd/cd drive.
